Application rationalization is a key component of digital transformation in Illinois. The process of strategically identifying and evaluating business applications across the State of Illinois is crucial for the success of business operations.

For decades, Illinois has operated with antiquated systems that lacked reporting and historically functioned in silos, with a lack of interoperability. The disparate IT environment consisted of hundreds of solutions that created duplicative processes, hindering the efficiency of the state. Application rationalization is a necessary element in the process of establishing an enterprise organization.

CMS Director Mike Hoffman recently discussed the value of application rationalization at his agency by stating, "DoIT is really helping us to rationalize (those) applications and ensure that the systems can talk to each other and we’re better able to serve our customers."
